摘　　要：大学质量文化建设是新时代大学在人才培养、科研创新、社会服务、学校治理和校园文化建设过程中一种“柔性”价值约束与“刚性”制度保障互补共融的新战略新理念新路向。建设质感厚重、充满生命活力、发展潜力和精神伟力的新时代大学质量文化,是新时代大学高质量发展的本质使然、理论应然和现实必然。大学高质量发展必须以大学质量文化建设为重心、以立德树人为内核、以教学文化建设为切入点。新时代大学质量文化建设,必须充分彰显其人性化、人本化、人文化、人为化和人类化等特质,全程、全员、全面、全力于大学生的高质量培育、发展和塑造。As a new strategy,concept and direction,the construction of university quality culture is the complementary integration of flexible value constraints and rigid institutional guarantee of the new era universities’talent training,scientific research innovation,social service,cultural inheritance and international cooperation and exchange.It is the essence,theoretical necessity and practical inevitability of universities’high-quality development to build a quality culture full of vitality,development potential and spiritual power in the new era.The universities’high-quality development must focus on the construction of quality culture,and the teaching culture is the core and target of the quality culture.The construction of university quality culture in the new era must take“human”as the core to manifest its humanization,personality,and contribute to the high-quality cultivation,development and shaping of university students comprehensively and fully.
