摘 要:内部市场化通过建立契约关系有效解决了企业内部推诿扯皮、动力不足、责任意识不强等大企业病问题,近年来许多国有煤炭企业纷纷引入内部市场化管理机制,但实施效果十分有限。在研究分析国有煤炭企业内部市场化管理机制实施现状的基础上,剖析了国有煤炭企业推行内部市场化过程中在思想观念、激励机制、政策支撑、沟通反馈等环节存在的不足,并立足国有煤炭企业实际情况,借鉴PDCA模型,从顶层设计、规范执行、政策支撑、分析改进4个方面提出改进措施,以期对国有煤炭企业施行深化改革、实现高质量发展提供参考。Internal marketization has effectively solved the problems of big enterprises such as buck passing,lack of motivation and weak sense of responsibility by establishing contractual relationship.In recent years,many state-owned coal enterprises have introduced internal marketization management mechanism,but the implementation effect is very limited.Based on the research and analysis of the current situation of the implementation of the internal marketization management mechanism in state-owned coal enterprises,the paper analyzes the shortcomings in the aspects of ideology,incentive mechanism,policy support,communication and feedback in the process of the implementation of the internal marketization in state-owned coal enterprises,and based on the actual situation of state-owned coal enterprises and drawing on PDCA model,puts forward improvement measures from four aspects of top-level design,standard implementation,policy support,analysis and improvement,which is expected to provide reference for state-owned coal enterprises to deepen reform and achieve high-quality development.
