摘　　要：为量化比较各地区环境经济形势,为生态环境管理决策提供重要数据依据,考虑经济水平、绿色发展、生态环境三方面,建立包括15个指标的评价模型。通过构建指标加权总分(Sum of Indicators,SoI)与指标得分耦合协调度(Coupling Coordination Degree,CCD)分别表征地区发展水平与发展协调度,两量相乘获得环境经济形势指数(Environmental and Economic Situation Index,以下简称“EESI”)。根据截止2020年第二季度31个省(自治区、直辖市)和新疆生产建设兵团(以下简称31地区)数据,核算并分析(1)空间分布层面,31地区EESI总体呈现南方表现优于北方,东部优于西部的规律;(2)SoI和CCD度线性相关性层面,31地区大部分相关度明显;(3)经济水平-绿色发展-生态环境三系统关联性层面,指标加权总分较高地区正相关明显,总分较低地区负相关性明显。本文指标体系与评价方法应用既为整合已有信息,也可探索更深层次形势分析,用于不同尺度研究对象彼此比较。In order to quantitatively compare the environmental and economic situation of different regions and provide important data basis for the decision-making process in ecological and environment management,this paper established a 15-indexes Environmental and Economic Situation Index(EESI)evaluation system from three aspects of economic level,green development and ecological environment.This paper constructed Sum of Indicators(Sol),and the Coupling Coordination Degree(CCD)to characterize the regional development level and development coordination degree,respectively.At last,the Environmental and Economic Situation Index(EESI)was obtained by multiplying the two quantities.According to the data,of 31 provinces(areas and cities)and Xinjiang Production and Construction Corps by the second quarter of 2020,the analysis showed that(1)In terms of spatial distribution,the performance of EESI in the south was better than that in the north,and that in the east was better than that in the west.(2)In terms of the correlation between Sol and CCD,the correlation of most areas in 31 was obvious(3)At the level of correlation between economic level,green development and ecological environment,there was a significant positive correlation in regions with higher Sol,and a negative correlation in areas with lower Sol.The application of index system and evaluation method in this paper is not only to integrate existing information,but also to explore deeper level of EES,which can be used to compare research objects at different scales.Therefore,the system and the method enjoy wide application prospect.
