摘 要:汽车发生缺陷时,召回管理条例规定企业应当及时公布召回信息,但企业实施召回不是一项简单决策,需要考虑多种因素。以国家市场监督管理总局缺陷产品管理中心2013年至2019年中国内地市场汽车召回事件为样本,运用加速失效时间模型分析了不同召回特征对召回准备时间的影响。结果表明,更换零部件的应对措施、严重的缺陷问题、较少的历史召回次数、设计缺陷和较多的召回数量都会延长汽车产品召回准备时间;同时,缺陷严重程度、召回历史次数对召回准备时间的影响受到原产国这一变量的调节。研究结果有助于汽车企业制定产品召回决策,同时为政府监管部门评估企业召回公告和效果提供参考。According to defective automobile products recall regulations,companies should issue recall announcement in time if they are informed of any automobile defects. But the recall decision is not simple. Some key factors need be considered. Accelerated failure time model was used to analyze the impact of recall characteristics on recall preparation time based on the samples of vehicle recalls from 2013 to 2019 in the defective product management center of the state administration of market supervision. The results show that for the response measure of replacement of parts,serious defects,fewer historical recall times, design defects and large recall quantity, the preparation time of automobile product recall will be prolonged. At the same time,the effect of defect severity and recall history times on recall preparation time is adjusted by the variable of country of origin. The findings will help enterprises to make a scientific and reasonable recall plan for defective products,and provide reference for government regulatory departments to evaluate enterprise recall announcement and effect.
