摘　　要：新型研发机构是我国为深化科技体制改革而建立的一种新型科技创新组织,是推动区域产业转型升级的新引擎,是国家技术创新体系的重要组成部分,加强国家层面的外部治理,对推动新型研发机构高质量可持续发展具有重要意义。该文通过分析新型研发机构的概念和内涵、形成内因、发展现状、面临的问题,从明确概念和定位、打通晋升“国家队”的发展通道、全面规划和统筹布局、强化复合型人才培养责任四个方面提出推动新型研发机构高质量发展的建议。The new R&D institution is a new type of scientific and technological innovation organization established to deepen the reform of the scientific and technological system in China. It is a new engine to promote the transformation and upgrading of regional industries and an important part of the national technological innovation system. Strengthening external governance at the national level is of great significance to promote the high quality and sustainable development of new R&D institutions. This paper analyzes the concept and connotation, internal causes, development status and problems of new R&D institutions, and puts forward some suggestions to promote the high-quality development of new R&D institutions from four aspects: clarifying the concept and positioning, opening up the development path of promoting the “national team”, comprehensively planning and overall layout, and strengthening the responsibility of cultivating compound talents.
