摘　　要：经济系列下的知识产权专业职称是新生事物,各地在职称评审工作中存在不同的理解和做法。江苏省自2008年正式启动知识产权专业职称评审工作以来,已连续10余年开展知识产权专业高级、中级专业技术资格评审工作,但现行评审工作也存在申报职称评审资历条件有待改进、“相关专业”界定有待优化、转评政策及评审方式有待完善等问题。有必要从知识产权专业和工作的特点出发,全面、科学地对当前知识产权专业高级职称申报评审政策进行完善。可借鉴北京、四川等地经验,优化申报高级职称评审的资历条件,更加科学地界定“相关专业”,将理学、工学、法学、经济学、管理学等专业均纳入“相关专业”的范畴;制定非本专业高级职称人员的考核认定政策,对已取得非本专业副高级职称的知识产权从业者,允许其在从事知识产权工作满一定年限的基础上直接申请转评高级知识产权师。研究增加面试答辩考核环节,通过专业问题现场问答让评审专家真正了解申报者的职业道德、从业操守、工作业绩和专业成果等情况。The professional title of intellectual property in the economic category is a new thing,and there are different understandings and practices in the professional title evaluation.It has been more than 10 consecutive years for Jiangsu Province to evaluate senior and intermediate professional and technical qualifications of intellectual property since the official launch of this work in 2008.However,problems still exist in the current evaluation work,for example,the need for improving the determination of the conditions for professional title application,the defi nition of“relevant professions”,and the transfer and evaluation policy and evaluation method.It is necessary to comprehensively and scientifi cally improve the current application and evaluation policy for senior professional titles of intellectual property.By learning from the experience of Beijing,Sichuan and other places,the qualification conditions for applying for the evaluation of senior titles can be further optimized,and the“relevant professions”can be more scientifi cally defi ned to include science,engineering,law,economics,management and other disciplines;it’s also necessary to formulate assessment and recognition policies for personnel with nonprofessional senior titles,and intellectual property practitioners who have obtained nonprofessional associate senior titles can directly apply for transfer to senior intellectual property experts as long as they have been engaged in intellectual property work for a certain period.The interview and defense and assessment are added to the research so that the evaluation experts will truly understand the applicants’professional ethics,occupational ethics,job performance,and professional achievements through on-site questions and answers.
