摘　　要：全面推进健康中国建设与健康伦理具有价值统一性。在全面推进健康中国建设过程中,卫生健康制度和政策设计、主体的健康行为和活动及各种现实难题和冲突的解决都需要伦理的导向、约束和评价。健康伦理作为关于卫生健康问题“应当”或“应该”的学问,满足全面推进健康中国建设的道德需要,为解决卫生健康问题和提升全民健康水平提供伦理智慧是其现实的使命担当。为此,健康伦理的研究和建设要面向和聚焦全面推进健康中国建设的主战场,为普及健康生活、优化健康服务、完善健康保障、建设健康环境以及发展健康产业提供有力的伦理支撑。Comprehensively promoting the construction of healthy China and health ethics share some values.In the process of comprehensively promoting the construction of healthy China,the design of health system and policy,the health behavior and activities of subjects and the solution of various practical problems and conflicts all need the guidance,restraint and evaluation of ethical dimension.Health ethics is a study on what must and should be done about health problems,and to meet the moral needs of comprehensively promoting the construction of a healthy China and to provide ethical wisdom for solving health problems and improving the health of the whole people are exactly the historical mission of health ethics.To this end,the research and construction of health ethics should focus on the main battlefield of comprehensively promoting the construction of healthy China,providing strong ethical support for healthy life popularization,health services and security improvement,and healthy environment and industry establishment.
