摘　　要：亨利·艾伦是美国杰出的经济学家,他在养老社会保险、医疗保健、收入分配和税收政策等领域拥有丰富的研究经验和成果,为社会保险改革以及公共政策的制定提供了科学依据。从养老社会保险、医疗保障制度和中国养老保险制度改革等方面对其社会保险经济思想进行梳理和评介。艾伦对养老社会保险私有化改革持否定态度,他主张在现收现付制养老保险体系的基础上进行参量式改革,通过提高覆盖率、延迟退休年龄、加强基金管理与运营等方法来保持养老保险制度的财务平衡。他认为,深化医保支付方式改革、提升医疗服务质量以及推进医疗保健体系综合改革是美国医疗保障制度改革的核心内容,渐进式改革实施过程中需要权衡政府管制与市场竞争之间的关系。此外,艾伦还创新性地运用行为经济学理论分析退休行为,研究发现“框架效应”和“同群效应”会显著影响人们的退休决策。Henry Aaron,an outstanding American economist,has extensive research experience and achievements in the fields of social security,healthcare,income distribution,taxation and so on,providing a scientific basis for social insurance reform and public policy formulation.This paper analyzes and comments on his social insurance economic thoughts from the aspects of pension insurance,healthcare and policy suggestions for the reform of China’s pension insurance system.Opposing to the privatization reform of pension insurance,Aaron advocates parameter reform on the basis of the pay-as-you-go pension insurance system,and maintaining the financial balance of the OASDI program by increasing coverage,delaying retirement age,and strengthening fund management and operation.He believes that the keys to the reform of the US medical insurance system are advancing the reform of medical insurance payment methods,improving the quality of medical services and promoting the comprehensive reform of the healthcare,and the process of implementing gradual reforms requires weighing the relationship between government regulation and market competition.In addition,Aaron innovatively analyzes retirement behavior by applying behavioral economics theory,finding that framing effects and peer effects can significantly affect people’s retirement decisions.
