摘 要:学科资源配置一直是高校治理和建设发展过程中的经典课题和棘手难题,我国推行“双一流”建设以后高校学科资源配置策略更是发生明显变化。文章对三所不同层次大学的案例研究发现:各校基于阶段性发展目标,学科资源配置分别遵循发展目标导向、效益优先导向和优先发展导向,并大体上都达成了自身的战略目标,但也存在学科资源配置失衡、学科资源配置监管失位和学科生态建设失效等隐患。建议从多个层面优化高校学科资源配置及学科建设:一是高校在配置学科资源时应因校制宜,分类施策;二是学科应因势利导注重特色发展,汇聚优质资源形成比较竞争优势;三是应警惕高等教育优绩主义对学科生态建设的冲击,优化学科资源配置机制和生态体系。The allocation of discipline resources has always been a classic topic and thorny problem in the process of university governance,construction and development. After the implementation of the“Double First-Class”construction in China,the allocation strategy of discipline resources in colleges and universities has changed significantly. The case study of three universities at different levels shows that based on the phased development goals,each university follows the development goal orientation,benefit priority orientation and development priority orientation respectively in the allocation of disciplinary resources,and has basically achieved its own strategic goals,but there are also hidden dangers such as the imbalance of disciplinary resource allocation,the loss of disciplinary resource allocation supervision and the failure of disciplinary ecological construction. In the future,the allocation and construction of discipline resources should be optimized from several aspects. First,the allocation of discipline resources in universities should be based on the school conditions and the classification of policies. Second,the discipline should adapt to the situation and focus on characteristic development,gather high-quality resources to form comparative competitive advantages;Third,we should pay attention to the impact of higher education meritalism on the construction of discipline ecology,and optimize the allocation mechanism and ecological system of discipline resources.
