摘　　要：标准是通过标准化活动,按照规定的程序经协商制定,为各种活动或其结果提供规则、指南或特性,供共同使用和重复使用的文件。标准的制定一般需经过预阶段、立项阶段、起草阶段、征求意见阶段、审查阶段、批准阶段、出版阶段、复审阶段和废止阶段。其中征求意见是广泛与相关利益方协商一致的过程,在标准制修订中占据重要地位,但其重要性在实际操作中经常被忽视。本文梳理了在水产标准化管理过程、征求意见阶段中发现的征求意见材料不规范、不完整,征求时间不足、范围不广,相关利益方重视程度不够和意见处理不当等问题,分析其产生的原因及对标准质量可能造成的影响,并从承担单位、相关利益方、技术委员会和管理部门等方面提出相应的建议。Standard is a document developed through standardization activities following certain procedures after reaching consensus, which provides principles, guidelines or characteristics for activities and can be used repeatedly and jointly. Generally speaking, the development of standards includes several stages, such as preliminary stage, proposal stage, preparatory stage, committee stage, enquiry stage, approval stage, publication stage, review stage and withdrawal stage. Soliciting opinions in the committee stage is a process of reaching consensus among relevant stakeholders, which plays an important role in the development and revision of a standard, but its importance is often ignored in practice.This paper summarizes the problems found in the committee stage of the aquatic standardization management, for example, there are mistakes or lack of enquiry materials, the insufficient time and enquiry scope, indifference of relevant stakeholders and improper handling of opinions. Then it analyzes the cause of the problems and potential effect on standards quality, and puts forward corresponding suggestions for drafting group, relevant stakeholders, technical committee and management department.
