摘　　要：作为技术创新体系的主体,企业需要在市场竞争中实现技术创新战略和提升技术创新能力,应构建更加完善的评价指标体系对企业的技术创新能力进行评价。针对企业技术创新能力评价指标体系中相同或不同的指标之间存在相互联系,首先应用WBS方法将企业技术创新能力进行任务分解,构建初始评价指标,然后借助网络层次分析法(ANP)对初始的指标体系进行优化,选择重要性相对较高的指标来构建更实用的指标体系进行企业技术创新能力评价,为企业创新能力管理和评价提供参考。As the main body of the technological innovation system,enterprises need to realize their own technological innovation strategies and enhance their technological innovation capabilities in constant market competition.Therefore,a more complete evaluation index system should be constructed to evaluate the technological innovation capabilities of enterprises.In view of the interrelationships between the same or different indexes in the evaluation index system of enterprise technological innovation capabilities,the WBS method was used to decompose technological innovation capabilities to construct initial evaluation indexes of enterprise technological innovation capabilities.With the aid of analytic network process(ANP),the initial index system was optimized,and relatively important indexes were selected to construct a more practical index system for the evaluation of enterprise technological innovation capabilities,which provides an important reference for the management and evaluation of enterprise innovation capabilities.
