摘 要:利用2010—2019年辽宁省与江苏省27个地级市的面板数据,构建三阶段DEA模型,以准确测度城市绿色发展动态效率并观测其省域差异,进而结合系统矩估计方法,分析空间集聚驱动城市绿色发展效率提升的内在机制,探讨辽宁省与江苏省城市绿色发展水平存在差距的原因。研究发现:城市绿色发展效率呈现“南升北稳”的扩大趋势,空间集聚与科教支持共同促进了江苏省城市绿色发展的持续“自我强化”。辽宁省则因城市规模总体偏小,难以按照城市价值链布局产业。同时,科技、教育投资回报不够显著,导致其城市绿色转型动力不足。为此,辽宁省应依托城市价值链,推进城市化发展及产业的重组与整合,提升城市人才吸附效应,实现城市之间的优势互补和差异化发展。Based on the panel data of 27 prefecture-level cities in Liaoning and Jiangsu Provinces from 2010 to 2019, a Three-stage DEA model is developed to accurately measure the dynamic urban green development efficiency and observe the provincial differences. Then, combined with the system generalized method of moments, the internal mechanism of spatial agglomeration driving the improvement of urban green development efficiency is analyzed, and the causes of the gap in urban green development level between Liaoning and Jiangsu Provinces are deeply discussed. The comparative study finds that the urban green development efficiency shows an expanding trend of “rising in the South and stabilizing in the north”. Spatial agglomeration and science & education support jointly promote the continuous “self reinforcement” of urban green development in Jiangsu Province. By contrast, the urban size in Liaoning Province is so small that it is difficult to optimize the industry layout by means of urban value chain. At the same time, the return on the investment in science & education is not significant enough, which leads to the lack of impetus for a continuous urban green transformation. Therefore, the urban development strategy in Liaoning Province should be around the urban value chain, and then promoting urbanization and industrial restructuring and integration, improving the talent adsorption effect, as well as achieving urban complementary advantages and differential development.
