全媒体时代人权国际传播人才培养:战略定位与可行性探索

摘　　要：人权是二十一世纪国际政治竞争与合作的核心领域,人权议题是国际舆论场内中西博弈的焦点之一。要打破现有国际传播格局,消解西方人权话语霸权建构的思维定势,构建中国特色人权话语体系,讲好中国人权故事,人权国际传播具有显著的战略紧迫性与艰巨性,人权国际传播人才培养则成为满足国家战略需求,提升国际传播工作水平的前提与保障。立足全媒体时代人权国际传播人才培养的战略定位,梳理人权国际传播人才培养现状,存在三项衔接不畅:即培养目标、理念与多元主体现状错位;培养模式、机制与工作实际需求错位;培养内容、环节与实践标准错位。可以从制度设计服务国家战略,学科融合培养复合型人才,强化师资完善考核与评价体系等方面,为培养具有家国情怀、国际视野、媒体责任的全媒化专家型复合型人权国际传播人才提出可行性建议。As human rights mark the core field of international political competition and cooperation in the 21st century,issues related to human rights have increasingly become one of the focuses of the game between China and the West in the international public opinion area.Behind it is the game of values,political systems,national strength and other elements,which are related to the national image and national security.Therefore,the international communication of human rights,taking a prominent role in the overall national strategy,is particularly important because it concerns the building of a great modern socialist country and the development of cultural soft power.Since the 18th CPC National Congress,the Party Central Committee with Comrade Xi Jinping as the core has coordinated the overall development,expounded on the necessity and value of international communication in the new era,and put forward strategies like"to tell China’s stories well and make the voice of China heard"and"to do external publicity work carefully and well".Thus it is of great strategic urgency and arduousness to break the international communication pattern of"the west prevails over the east",dissipate the mindset of western human rights discourse hegemony,build a human rights discourse system with Chinese characteristics,tell China’s human rights stories well and actively conduct international communication of human rights-related issues.Accordingly,the training of specialized talents engaged in international communication has become the premise and guarantee to meet the national strategic needs and improve the level of international communication.Based on the strategic positioning of training talents for international communication of human rights in the age of omnimedia and the status quo,the problems are threefold:the training objectives and ideas are not balanced well with the current situations of multiple subjects;the training mode and mechanism are not coordinated well with the actual needs of the work;the training content and steps
