高等教育质量监测国家数据平台数据采集的问题及对策研究——以哈尔滨学院为例

摘　　要：高等教育质量监测国家数据平台的数据采集工作是高校年度常规工作,所采集的数据及形成的数据报告是高校实施教学内部质量常态监控的基础,其特点是覆盖面全、采集量大、数据校验严格,如数据采集过程中出现错误和遗漏,将对高校的教育教学管理产生不良影响。文章通过对哈尔滨学院现行数据采集中出现的问题进行分析和研究,构建以保障数据的完整性、准确性为基础,以提高填报的时效性为目的的,实现精准分配、复合采集、集中审核的全新的数据采集策略,更好地为高校的科学决策提供数据支撑。The data collection of the national data platform for higher education quality monitoring is an annual routine work of colleges and universities. The data collected and its reports provide the basis for colleges and universities to normally monitor the internal quality of teaching. It is characterized by full coverage, large collection, and strict data verification. Errors and omissions which occured in the process of data collection will have a negative impact on the education and teaching management of colleges and universities. Through the analysis and research on the problems in the current data collection of Harbin University, this paper constructs a new data collection strategy to ensure the integrity and accuracy of the data, and to improve the timeliness of filling and reporting, so as to achieve accurate distribution, composite collection, and centralized audit, and effectively provide data support for colleges and universities to make scientific decisions.
