摘  要:从全球来看,世界银行是最大的国际教育援助来源,凭借其教育援助能力已经成为新兴经济体和中低收入国家教育政策较有影响力的治理者。通过教育援助机制的迭代,世界银行参与全球教育治理的历史推进经历了基于教育基础设施的战略式治理、基于教育理性建构的认知式治理、基于教育政策工具的良善式治理和基于教育系统管理的分享式治理四个阶段。世界银行凭借其教育援助机制的迭代实现了参与全球教育治理的愿景,在一定程度上,其教育援助机制凝聚的合力有助于促进全球教育治理体系的发展。但其援助机制所依赖的经济思想、对发展中国家影响的毁誉参半也引发争议,展望未来,世界银行通过教育援助机制参与全球教育治理的独立权威难以维持强势。就中国而言,应该加强对全球教育治理机制的研究,从而提升中国在全球教育治理话语体系中的影响力,并向世界提供全球教育治理的中国视角、中国道路和中国模式。From a global point of view,the World Bank is the largest source of international education assistance,and by virtue of its education assistance capacity,it has become an influential governor of education policies in emerging economies and low-and-middleincome countries.Through the iteration of educational assistance mechanisms,the World Bank’s participation in global education governance has undergone the strategic governance based on educational infrastructure,the cognitive governance based on rational construction of education,the good governance based on educational policy tools,and the shared governance based on educational system management.The research on its education assistance mechanism shows that:the World Bank has realized its vision of participating in global education governance through the iteration of its education assistance mechanism.To a certain extent,the synergy of its education assistance mechanism will help promote the system development of the global education governance;the World Bank’s education assistance mechanism relies on economic ideas and its influence on developing countries has caused controversy.Looking ahead,the World Bank’s independent authority to participate in global education governance through the education assistance mechanism is difficult to be strong.Therefore,as far as China is concerned,the research on the global education governance mechanism should be strengthened,so as to enhance China’s influence in the global education governance discourse system,and provide the world with the Chinese perspective,Chinese path and Chinese model of the global education governance.
