港澳融入国家发展大局的三重逻辑

摘　　要：支持港澳融入国家发展大局是国家进入新时代以来中央治港治澳的新方针,有其内在的历史、理论和实践逻辑。从大历史观看,港澳融入国家发展大局是中国共产党坚强领导和奋发有为的结果,历经了患难互助、互补合作、全面合作、融合发展四个阶段,是与国家从站起来、富起来到强起来的伟大飞跃同频共振的过程,带有从渐进演化到主动谋划的特点。就国家治理体系和治理能力现代化的理论逻辑而言,新时代港澳融入国家发展大局是其更加积极主动参与国家治理实践带来的制度建设需求,可以从理念重塑、行动矫治和体系再造三个维度予以解释。港澳融入国家发展大局,还是其探索发展新路向、开拓发展新空间、增添发展新动力的客观要求,呈现出空间融入、功能融入和群体融入齐头并进的实践逻辑,具备更为广阔、更为全面、更为普惠的现实样态。As the new principle of the central government’s administration of Hong Kong and Macao in the new era, supporting Hong Kong and Macao in integrating into China’s national development has its own inherent logic in history, theory and practice. From a broader perspective of history, the integration of the development of Hong Kong and Macao into national development of China is the result of the firm leadership and hard work of the CPC. It has undergone the four stages of mutual assistance in hardships, complementary cooperation, comprehensive cooperation and integrated development, and echoed with the tremendous transformation of the Chinese nation from standing up, becoming better off to growing in strength, characterized with the transition from progressive evolution to proactive planning. As for the theoretical logic of the modernization of the state governance system and capacity,it represents the demand for institutional building brought by the fact that Hong Kong and Macao participate in national governance more proactively, and can be interpreted from the three dimensions of ideology reshaping, action correction and system rebuilding. Moreover, it is an objective requirement for Hong Kong and Macao to explore new paths, create new space, and foster new drivers for their own development, with balanced logical outcomes of the integration of space, function and population, as well as broader, more comprehensive and inclusive realistic conditions.
