摘　　要：阐述智慧嵌入应急管理体系的策略分析,创建基于协同治理的智慧嵌入应急管理体系,构建多元参与的应急管理模式,将智慧技术支撑平台嵌入应急管理体系之中。This paper describes the strategic analysis of smart embedded emergency management system,creates a smart embedded emergency management system based on collaborative governance,builds a multi participant emergency management model,and embeds the smart technology support platform into the emergency management system.
