乡村数字治理的内在逻辑、困境及破解——基于“理念—制度—技术”框架的分析

摘　　要：乡村数字治理作为数字乡村建设的五大维度之一,在促进乡村全面振兴和乡村治理能力现代化向纵深发展中发挥着重要作用。对乡村数字治理的内在逻辑进行分析,可以揭示在乡村场域引入数字治理理念和方式的必要性。当前,乡村数字治理面临着治理理念革新滞后、资金保障不足、数字专业人才匮乏、数据整合困难等现实困境。为此,基于“理念—制度—技术”的框架分析,治理主体应树立数字化治理理念,国家层面应完善与乡村数字治理有关的人才、物力、财力资源的调配政策,加强数据管理以充分发挥数字技术的积极作用,实现乡村数字治理精准高效的目标。As one of the five dimensions of digital rural construction, rural digital governance plays an important role in promoting the overall revitalization of rural areas and the modernization of rural governance capacity. The analysis of the internal logic of rural digital governance can reveal the necessity of introducing the concept and method of digital governance into the rural field. At present, the practice process of rural digital governance is faced with such realistic difficulties as lagging governance concept innovation, insufficient financial security, lack of professionals of digital governance, and difficulties in data integration. Therefore, based on the analysis of the“concept-system-technology”framework, the governance subject should establish the concept of digital governance. At the national level, we should improve the allocation policy of talent, material and financial resources related to rural digital governance, strengthen data management to give full play to the positive role of digital technology, and achieve the goal of accurate and efficient rural digital governance.
