多方主体视角下区域绿色技术创新能力动态评价研究

摘　　要：从多方参与主体(企业、学研机构、政府、其他市场主体)的角度出发,构建区域绿色技术创新能力综合评价指标体系。利用2009—2018年我国30个省(区、市)相关数据对绿色技术创新能力进行动态评价分析。结果表明,各参与主体对区域绿色技术创新能力影响力不相同;各区域绿色技术创新能力差距较大且与其经济发展水平大致吻合;从长期看,大部分区域的绿色技术创新能力呈上升趋势,而北京、广东等8个省(区、市)总体上呈下降的趋势。应强化市场相关主体在区域绿色技术创新能力中的地位和作用;发挥政府的政策效应,促进创新资源在区域之间的流动;注重多方参与主体在区域绿色技术创新活动中的协调与合作,使得绿色技术创新能力实现可持续提升。This paper constructs a comprehensive evaluation index system of regional green technology innovation capability from the perspective of multiple participants(enterprises, research institutions, governments, and other market entities).This paper uses the relevant data of 30 provinces(autonomous regions, municipalities) in China from 2009 to 2018 to dynamically evaluate and analyze the green technology innovation capability.The results show that each participant has different influence on regional green technology innovation capability;There is a large gap in the green technology innovation capacity of each region and it is roughly consistent with its economic development level.In the long run, the green technology innovation capacity of most regions is on the rise, while that of Beijing, Guangdong and other eight regions is on the decline.We should strengthen the position and role of market related subjects in the regional green technology innovation ability, give play to the policy effect of the government, promote the flow of innovation resources among regions, and focus on the coordination and cooperation of multiple participants in the regional green technology innovation activities, so that the green technology innovation ability can achieve sustainable improvement.
