摘　　要：硬权力是一种制度性支配权力,软权力则是一种非制度性柔性权力。软权力对硬权力能产生乘数效应,两者协同可构成真正强大领导力。中国共产党在领导中国革命、建设、改革开放的过程中和进入中国特色社会主义新时代的百年建党历史中,在各个不同时期进行了硬、软权力协同建设实践探索,一方面高度重视发展党的队伍、武装力量、政权组织、制度体系以及国家机器和党领导核心作用发挥机制等方面的硬权力建设;另一方面高度重视通过意识形态建设、思想政治教育、党员榜样效用、领袖群体人格魅力吸引、真情为民服务、创造良好政绩等方面努力所形成的感召力、影响力、吸引认同力,充分发挥软权力作用。这种硬权力与软权力协同构成的领导能力,是中国共产党不断取得事业发展和人民拥护的重要保证,也为新时代进一步加强党的领导力建设提供重要的经验启示。Hard power is a kind of institutional ruling power,while soft power is a kind of non-institutional flexible power.Soft power can have a multiplier effect on hard power,and the synergy of the two can form a truly strong leadership.In the process of China’s revolution,construction,reform and opening up,and in the 100-year history of Party building in socialism with Chinese characteristics for a New Era,the Communist Party of China has carried out rich practical explorations in collaborative constructing the hard and soft power in different periods.On the one hand,the Communist Party of China attaches great importance to the hard power construction of the developing and strengthening of the Party’s ranks,people’s army,political organizations,institutional systems,state apparatus and the system in which the core of Party leadership plays its role.On the other hand,it also attaches great importance to the charisma,influence,and attraction of recognition formed by ideological construction,ideological political education,Party members’model effect,personality charm attraction of leader group,and by serving the people sincerely and creating good political achievements.The leadership which combines hard and soft power is an important guarantee for the Communist Party of China to achieve development and people’s support continuously,and it also provides important experiences and inspiration for further strengthening the Party’s leadership in the new era.
