摘 要:航空运输的持续增长、能源枯竭和环境危机对当前航空运输系统可持续发展提出了重大挑战。依托新能源、新材料、大数据、人工智能和宽带通信技术,建设安全、高效、绿色、智慧、便捷的智慧航空运输系统已是全球共识,并上升到国家战略。通过回顾智慧民用航空运输系统的发展背景,梳理智慧民用航空运输系统的环境政策,分析智慧民用航空运输系统的内涵和特征,提出智慧民用航空运输系统的总体架构、关键技术,总结智慧民航建设的进展,并对推动智慧民航建设提出了相关建议。With the continuous growth of air transport and facing energy depletion and environmental crisis, a grand challenge has been posed to the sustainable development of the current air transport system. Based on new energy and materials, big data, artificial intelligence and broadband communication technologies, it has become a global consensus and risen to the level of national strategy to build a smart air transport system(SCATS) that is safe, efficient, green, smart and convenient. This paper focuses on reviewing the background of the development of the SCATS, listing related environmental policies, analyzing its connotation and characteristics, and putting forward the overall architecture and key technologies of the system. Besides, the latest development of SCATS is summarized and relevant suggestions of the SCATS are proposed.
