高等教育财政支出如何挤入城乡居民消费?——基于城镇化发展的中介效应分析

摘　　要：2020年以来,新冠疫情的爆发与蔓延对我国经济生产活动造成持续冲击,在经济下行压力叠加疫情负面冲击阶段,城乡居民消费是畅通国内经济循环的关键环节和重要引擎。高等教育扩张存在着独特的“逆经济周期”现象,教育财政支出为其扩张提供了丰富的物质基础,同时可以从供需两侧有效牵引带动城乡居民消费。本文基于我国省级面板数据,构建中介效应模型发现高等教育财政支出会显著“挤入”城乡居民消费,具有刺激消费、拉动内需的积极作用。在城乡居民消费异质性方面,高等教育财政支出对提振农村居民消费也表现出更强的牵引力。与此同时,城镇化水平在此过程中具有显著的中介效应,高等教育财政支出通过提高城镇化水平的方式,深入影响着城乡居民消费行为。Since 2020,the outbreak and spread of the COVID-19 has caused a continuous impact on China’s economic production activities.In the stage of economic downward pressure superimposed by the negative impact of the COVID-19,urban and rural residents’consumption is the key link and important engine to smooth the domestic economic cycle.There is a unique“anti-economic cycle”phenomenon in the expansion of higher education.Education fiscal expenditure provides a rich material basis for its expansion,and can effectively drive the consumption of urban and rural residents from both sides of supply and demand.Based on China’s provincial panel data,this paper constructs an intermediary effect model and finds that higher education fiscal expenditure will significantly‘crowd in’urban and rural residents’consumption,which has a positive effect on stimulating consumption and stimulating domestic demand.In terms of urban and rural residents’consumption heterogeneity,higher education fiscal expenditure also shows a stronger traction to activate rural residents’consumption.At the same time,the level of urbanization has a significant mediating effect in this process.The higher education fiscal expenditure deeply affects the consumption behavior of urban and rural residents by improving the level of urbanization.
