世界遗产入选标准的特征及其对我国申报工作的启示

摘　　要：世界遗产是被世界遗产委员会确认的具有突出意义和普遍价值的文物古迹及自然景观。随着各缔约国的认可度和申报意愿的攀升,成功列入的难度也越来越大。同时,《实施〈世界遗产公约〉操作指南》不断与时俱进,具有很强的灵活性,其文本到2021年已经演化到第二十四个版本,入选标准不断完善。我国地域辽阔,历史悠久,各类遗产资源非常丰富,具备世界遗产潜力价值的遗产资源很多,已经成为世界遗产大国,但与其他缔约国相比,我国往往要符合更多的标准方可入选。对现有世界遗产的入选标准进行统计分析,对比了我国与国际世界遗产符合标准情况的异同,希望能对我国世界遗产申报工作提供一定参考。World Heritage is a cultural relic and natural landscape of important significance and outstanding universal value recognized by the UNESCO World Heritage Committee.World heritage is the common wealth of humanbeings.The willingness of States parties to participate in the declaration is higher and higher,and it is more and more difficult to be successfully included.At the same time,the operation guide for the implementation of the World Heritage Convention has strong flexibility and will be revised and updated with the deepening of understanding and the continuous changes of the actual situation.By 2021,it has developed into the 24th version,and the inclusion criterion will be constantly revised,supplemented and improved.With a vast territory and a long history,China is very rich in all kinds of heritages.There are still many resources with the potential value of world heritage.China has become one of the biggest world heritage countries,but it should meet more criterion than other Contracting States.This paper makes a statistical analysis of the existing world heritage inclusion criterion,points out the similarities and differences between China and the international World Heritage in line with the criterion,and hopes to provide some reference for China's world heritage declaration.
