RCEP框架下云南区域性国际化人才培养机制与驱动策略探究

摘　　要：《区域全面经济伙伴关系》(RCEP)于2022年1月1日正式生效,这是推动我国构建新发展格局的新动力,也是推动云南省建设成为我国面向南亚东南亚辐射中心的新契机。云南主动服务并融入国家战略,高质量实施RCEP,需要培养区域性国际化人才,包括创新型研究人才、高水平应用人才和复合型商业人才等。分析RCEP框架的区域性和人才需求,明晰区域性国际化人才内涵;协同政府—企业—高校(科研院所)三大主体,即运用三螺旋理论构建区域性国际化人才培养机制;制定战略支撑与发展环境相辅、国内外人才培养资源相融、人才流动和聚集效应相宜、“3n”螺旋与“3^(n)”网络相协的区域性国际化人才驱动策略,为云南培养高质量实施RCEP、推进面向南亚东南亚辐射中心建设的优质人才提供参考。The Regional Comprehensive Economic Partnership(RCEP)came into effect on January 1,2022.It is a new driving force for China to build a new development pattern and a new opportunity for Yunnan Province to become a radiation center facing South and Southeast Asia.Yunnan should actively serve and integrate into national strategies to implement RCEP with high quality,which requires the cultivation of regional and international talents,including innovative research talents,high-level application talents and composite business talents.The present study analyzes the regional and talent demand of RCEP framework,and clarifies the connotation of regional international talent with a view tobuilding a regional international talent training mechanism,using the triple helix theory and in collaboration with the three main bodies of government,enterprises and universities(research institutes).In addition,the study aims to provide reference for the cultivation of quality international talents in Yunnan by formulating the driving strategy of strategic support and development environment,integration of domestic and foreign talent training resources,appropriate talent flow and aggregation effect,and coordination of“3n”helix and“3^(n)”network.
