海绵城市PPP项目公众支付意愿研究——以宁夏固原为例

摘　　要：公众对海绵城市的感知与意愿对海绵城市PPP项目的推进至关重要。基于“认知-态度-行为”理论,以海绵城市试点城市宁夏固原为例,采用问卷法调查了当地656名居民的支付意愿,分析项目了解度、项目影响与公众态度对支付意愿的影响。结果表明:受访者对海绵城市PPP项目的平均支付意愿为每月家庭水费的10.63%,且主要偏向于为城市水安全问题付费。对海绵城市PPP项目的认知在不同层面影响公众的态度,继而影响公众的支付意愿。研究将为海绵城市PPP项目建设的融资与运营模式优化提供新思路,为建立健全公众参与机制提供支持,促进海绵城市项目试点推广。Public perception and willingness are crucial in the process of sponge city PPP projects.Based on the cognition-attitude-behavior theory,the public willingness to pay of 656 residents by questionnaire was investigated and the main factors affecting the willingness in the degree of understanding on sponge city,project impact and public attitude were analyzed respectively by taking the case of Guyuan City.The results showed that the average willingness to pay for the PPP project in sponge city was 10.63%of their monthly household water charge,and they mainly preferred to pay for urban water security.The public s attitude was affected by the cognition of sponge city PPP project at different levels,and then the public s willingness to pay was affected.The conclusions can provide new ideas for the financing and operation mode optimization of sponge city PPP project construction and help to further establish and improve the public participation system,so as to promote the further pilot promotion of sponge city projects.
