摘 要:近年来,政府意识到未来的发展离不开人才的争夺,几乎所有城市都加入抢人大战:既有各种人才补贴,又有创新创业政策环境的配套。但政府营造的创新创业政策环境和制定的人才政策,是否符合学历人才的需求,是否有助于促使学历人才向本地企业流动,是否能发挥了企业作为培育创新主体和在创新体系中的作用,尚未确定。本研究以苏州市为例,对在苏州市就业的、年龄20~50岁之间和大专及以上学历人员进行线上问卷调查,共回收问卷241份,其中有效问卷216份。运用SPSS软件对数据进行了信度分析、卡方检定和线性回归分析。得出的主要结论:①苏州市特色产业集群已经形成,产业发展环境良好,但相比人文和自然环境的影响力,作用一般;②城市创新创业政策环境好,但人才政策对青年学历人才吸引作用有限;③青年学历人才创造力和创新性都很强,但团队意识薄弱,集体荣誉感不强;④青年学历人才虽然看重薪酬,但更看重企业平台的资源和研发创新能力,并能积极提升自己的能力。In recent years,the government has realized that the future development is inseparable from the competition for talents.Almost all cities have joined the competition for talents:there are various talent subsidies and supporting policies and environments for innovation and entrepreneurship.However,whether the innovation and entrepreneurship policy environment created by the government and the talent policy formulated by the government meet the needs of educated talents,help to promote the flow of educated talents to local enterprises,and whether enterprises can play the role of cultivating innovation subjects and in the innovation system.Taking Suzhou as an example,this study makes an online questionnaire survey on the employees aged 20~50 and with college degree or above who are employed in Suzhou;241 questionnaires were collected,of which 216 were valid.SPSS software was used for reliability analysis,chi square test and linear regression analysis.The main conclusions are as follows:first,Suzhou characteristic industrial cluster has been formed,and the industrial development environment is good,but compared with the influence of human and natural environment,its role is general。Second,The urban innovation and entrepreneurship policy environment is good,but the talent policy has limited effect on attracting young educated talents.Third,Young educated talents have strong creativity and innovation,but their team consciousness is weak and their collective sense of honor is not strong.Forth,Although young educated talents value salary,they pay more attention to the resources and R&D and innovation ability of the enterprise platform,and can actively improve their ability.
