摘 要:近年来,我国公立医院逐渐迈向以智慧医院建设为基础、以医疗质量为生命、以人为本的质量效益型道路,竞相出现的医疗质量管理系统、人力资源管理系统等信息平台,大大提高了医疗资源和诊疗服务的管理效率,促进了医疗水平的整体提升。本文着眼于国内医疗质量管理体系和人力资源管理系统的建设成果,总结分析各独立体系所缺乏的客观性、全面性、精准性和有效性。通过对二者联动的优势探索,提出专科质量管理系统与卫生人力资源之间协同发展的建议。旨在以同质化管理为目标,探索以“人才质量”为切入点的质控指标体系建设,论证人才管理与医疗质量管理深度融合的理论可行性。Recently, hospitals in China have followed a quality-oriented road, with the main core of promoting medical therapy quality as well as patient’s satisfaction. The innovation of related digital systems, such as medical quality platform and human resource platform, have greatly improved the efficiency of medical resources management and clinical services. This paper focuses on the achievements of the construction of medical quality management system and human resource management system in China, summarizes and analyzes the objectivity,comprehensiveness, accuracy and effectiveness that each independent system lacks. By exploring the advantages of the linkage between the two, this paper puts forward some suggestions on the coordinated development between the quality management system of specialties and health human resources. The purpose of this paper is to explore the construction of quality control index system with the goal of homogenization management and the breakthrough point of “talent quality”, and to demonstrate the theoretical feasibility of deep integration of talent management and medical quality management.
