摘　　要：在国际海运碳减排战略目标的指引下,《国际防止船舶造成污染公约》的相关法律规定不断得到修订。由于国际海运碳减排存在特殊性,其立法需要调和不同的基本原则。国际海运碳减排立法以共同但有区别的责任等原则为指导,制定了船舶能效和碳强度规则。下一阶段的立法重点将采取以市场为基础的碳减排措施。国际海运碳减排战略目标也推动了海运业及相关行业推出碳减排相关规则。The legal provisions for the reduction of carbon emissions from international shipping in MARPOL73/78 have been constantly revised under the direction of the strategic target.Due to the particularity of the reduction of carbon emissions from international shipping,its legislation calls for the reconciliation with different basic principles.Governing by principles,such as the principle of common but differentiated responsibilities,legislation for the reduction of carbon emissions from international shipping has stipulated regulations of ship energy efficiency and carbon intensity.The measures of reducing carbon emissions on the basis of markets will be considered as the emphasis of legislation discussion in the next stage.The target of reduction of carbon emissions from international shipping has driven shipping and related industries to produce their respective industrial rules.
