广东省水利遗产保护与水文化建设现状与对策

摘　　要：20世纪末至21世纪以来,广东对本省古代水利工程建筑形式从传统、保护完好、重建等方面进行调查、统计,阐述水利遗产类型及特点、分布年代,见证水文化遗产在传统水利技术、治水理念、提高当时民众生活水平方面的突出贡献,为水文化遗产保护与利用提供借鉴。通过编制广东省水利遗产规范标准,完善法律体系、保护管理规范、水文化遗产保护措施与合理有效利用规划,建立覆盖全省的水文化遗产数据库,提高水文化遗产继承与保护利用水平。建议加强水文化遗产科普宣传教育、建设遗产型水利风景区,并以申遗为契机,促进本省水利遗产保护与利用,提升水文化建设软实力。From the end of the 20th century to the 21st century,Guangdong Province has made an investigated and statistics on the architectural forms of ancient water conservancy projects from the aspects of tradition,intact protection and reconstruction, and expounded the types,characteristics and distribution times of water conservancy heritage,witnessed the contribution of water cultural heritage in traditional water conservancy technology,water control concept and improvement of people’s living standards at that time,it provides an reference for the protection and utilization of water cultural heritage.Through the preparation of water conservancy heritage standards in Guangdong Province,improving of the legal system and protection and management norms,protection measures and rational and effective utilization planning,establishing water cultural heritage database covering the whole province,and improving of inheritance,protection and utilization level of water cultral heritage. It is suggested to strengthen the popularization and education of water cultural heritage,build a heritagetype water conservancy by scenic spot,and take the application for world heritage as an opportunity to promote the protection and utilization of water conservancy heritage in Guangdong Province,and enhance the soft power of water cultural construction.
