一流教师教育大学治理:为何与何为——基于香港地区教育大学董事会的分析

摘　　要：大学治理是关于各利益群体参与学校决策的权力组成及其实施过程。香港地区教育大学董事会是学校的治理机构和决策系统,紧紧抓住了“钱”和“人”两个核心要素,通过“监控者”和“把关人”两种角色来实现其功能。董事会是联结大学外部权力参与大学治理的途径,它对以校长为首的行政权力起着制约和支持的双重作用;而校长担任着行政权力和学术权力的双重领导。内地大学董事会可依据学校实际吸纳教育专家弥补外行人士建言献策的局限;吸收志愿者服务并保护大学利益;根据发展需要设置董事会职能。University governance is about the power composition and implementation process of various interest groups participating in university decision-making. The board of regents of the Education University of Hong Kong region is the governing body and decision-making system of the university. It has grasped the two core elements of “money” and “people”, and realized its functions through the roles of “monitor” and “gatekeeper”. The board of regents is a way to connect the external power of the university to participate in the governance of the university. It plays a dual role of restraint and support for the executive power headed by the president;and the president is the dual leader of administrative power and academic power. The boards of regents of Mainland universities can engage educational experts to make up for the limitations of lay people′s advice according to the actual situation of the university, recruiting volunteers to serve and protect the universities′ interests, and setting the functions of the board of regents according to the needs of development.
