“后冬奥时代”我国冰雪体育旅游业科技资源配置优化路径  

Discussion on the Optimization Path of Science and Technology Resources Allocation of Ice and Snow Sports Tourism in“post-Winter Olympics Era”

摘　　要：采用文献资料、逻辑分析等研究方法,以“后冬奥时代”为视角对我国冰雪体育旅游业科技资源优化配置进行了深入剖析,研究发现我国冰雪体育旅游业在科技资源配置方面存在一定问题:(1)冰雪科技物力资源配置的主体不明、冰雪基础设施建设呈现供需失衡、规制紊乱、冰雪科技服务体系不健全;(2)冰雪科技财力资源利用率低、资金融资体系未形成;(3)冰雪科技人力资源匮乏,专门性的人才培训组织和专业化的人才队伍建设相对滞后;(4)冰雪科技信息资源无法实现共享,没有建立专门化的冰雪科技信息服务平台。进而提出优化路径:(1)协调各方配置关系,明确冰雪旅游业科技物力资源配置主体;(2)创建资金融资体系,提高冰雪旅游业科技财力资源利用效率;(3)完善人才培养模式,提升冰雪旅游业科技人力资源转化能力;(4)搭建信息服务平台,实现冰雪旅游业科技信息资源实时共享,旨在促进冰雪体育旅游产业的快速发展,为我国冰雪体育旅游业的科技资源配置提供一定借鉴。Literature and logic analysis methods were used to analyze the optimal allocation of science and technology resources in the post-Winter Olympics era.The research found that there are some problems in the allocation of science and technology resources in the ice and snow sports tourism industry in China:(1)The main body of the allocation of snow and ice science and material resources is unknown,the construction of snow and ice infrastructure presents supply and demand imbalance,regulation disorder,and the snow and ice science and technology service system is not perfect;(2)The utilization rate of snow and ice technology financial resources is low,and the capital financing system has not been formed;(3)The human resources of ice and snow science and technology are scarce,and the specialized talent training organization and professional talent team construction are relatively backward;(4)The ice and snow science and technology information resources cannot be shared,and no specialized ice and snow science and technology information service platform has been established.Then,the optimization path is proposed:(1)coordinate the allocation relationship of all parties,and identify the main body of the allocation of science,technology and material resources of ice and snow tourism;(2)Establish a capital financing system to improve the utilization efficiency of scientific and financial resources of ice and snow tourism;(3)Improve the talent training mode and improve the transformation ability of scientific and technological human resources in ice and snow tourism;(4)Building an information service platform to realize real-time sharing of scientific and technological information resources of ice and snow tourism is aimed at promoting rapid development of the ice and snow sports tourism industry and providing some reference for the allocation of scientific and technological resources of our ice and snow sports tourism industry.
