摘　　要：[目的/意义]伴随着电子信息、数字技术的发展,公共服务的电子化、数字化成为发展趋势,然而我国的老年人、残疾人、儿童等拥有特殊需求群体的绝对人数处于一个较高水平,这给我国发展电子公共服务提出了严峻考验。[方法/过程]收集国家级、一线城市及新一线城市于2016年1月至2021年3月发布的电子公共服务无障碍服务的政策文本,从服务主题、服务对象、政策范围、实现途径、政策工具类型五个维度,利用高频词汇分析、文本标引分析、共现分析与标准化分析等方法对政策文本进行全面分析。[结果/结论]总结出我国的电子公共服务无障碍化政策有针对性强、信息无障碍政策较多、生活化和智能化趋势明显的特点,但也存在着主体单一、体系不健全、标准制定薄弱的问题。提出以下完善策略:一是建立综合、专门的无障碍施政主体,做好无障碍服务主体调研;二是完善电子公共服务无障碍化体系,实现领域全覆盖、内容多维度、途径易参与;三是做好电子公共服务无障碍服务的试点探索,制定建设规范和实施标准,提高无障碍认识。[Purpose/significance]With the development of information and digital technology,the digitization and electronation of public service has become the main trend.However,the number of groups with special needs such as the elderly,the disabled,children,etc in China is large,which is a challenge for the development of electronic public service.[Method/process]This paper collects the policy texts of E-public service barrier free policies issued by nation,first-tier cities and new first-tier cities from January 2016 to March 2021.From five dimensions of service subject,service object,policy scope,implementation approach and policy tool type,it analyzes the policy texts comprehensively,by means of high-frequency vocabulary analysis,text indexing analysis,co-occurrence analysis and standardization analysis.[Result/conclusion]It is concluded that the great pertinence,information accessibility,lifestyle and intelligence are the features of these E-public service barrier free policies.However,there are also problems such as one single main body,imperfect system and weak standard formulation.Some improvement strategies are put forward.Firstly,we will establish a comprehensive and special barrier free governance body,and do a good job in the research of barrier free service bodies.Secondly,we will improve the barrier free system of E-public services to achieve full coverage of fields,multi-dimensional content and easy access.Thirdly,we will do a good job in pilot exploration of barrier free services for E-public services,formulate construction norms and implementation standards,and raise awareness of accessibility.
