构建郑州济南双城经济圈推动黄河流域高质量发展

摘　　要：为了推进黄河流域生态保护和高质量发展国家重大战略的深入实施,基于经济地理学、生态文明思想、双核结构理论和融入我国经济新发展格局、促进南北方经济协调发展、省际交界地区高质量发展的现实需求,提出了郑州济南双城经济圈的战略构想。通过计算郑州与济南两市经济联系强度,实证分析了建设郑州济南双城经济圈的可行性,并提出构建郑州济南双城经济圈的“一区、两核、三带”空间布局,从加强豫鲁毗邻地区发展、保障黄河安澜和生态共治、巩固和完善交通基础设施、强化科技创新与产业合作、深化文旅融合发展5个方面提出了推动郑州济南双城经济圈建设与发展的政策建议。In order to encourage the in⁃depth implementation of China major national strategies on ecological protection and high⁃quality de⁃velopment of the Yellow River Basin,this paper based on the theoretical significance of Economic Geography,the Thought on Ecological Civ⁃ilization,Dual⁃Nuclei Structure and the practical needs included the service and integration into the new development pattern,the coordina⁃ted development of the north⁃south economy and the high⁃quality development in inter⁃provincial border areas,a strategic concept of Zheng⁃zhou and Jinan Twin City Economic Circle was put forward.The feasibility of Zhengzhou and Jinan Twin City Economic Circle construction was analyzed empirically through the strength of economic connections between Zhengzhou and Jinan,and the spatial layout of“One District,Two Cores and Three Belts”was constructed.Policy recommendations to promote the construction and development of Zhengzhou and Jinan Twin City Economic Circle were put forward by accessing the five aspects of strengthening the development of adjacent areas between Henan and Shandong;ensuring the security and ecological co⁃governance of the Yellow River Basin;consolidating the construction of transportation infrastructure;strengthening scientific and technological innovations and industrial co⁃operations;and deepening the integrated development of culture and tourism.
