关于高校保卫处改为安全处职能转变的思考

摘　　要：当今许多高校为适应新形势的发展需要,将原校内保卫机构改为综合安全处,并对新的机构职能重新界定,提出了更高的要求,但职能实施过程存在诸多的问题。从历史发展来看,高校保卫组织是维护高校乃至国家稳定的重要力量,是国家公安机关不可缺少的基层组织,是高校校园综合治理的主要职能部门,为维持国家稳定、社会安定和高等教育事业的发展保驾护航。进入新时代,高校保卫工作的职能随着形势发展发生了重大转变。在实践探索中,逐步形成了“防范、管理、教育、服务”四位一体的工作新思路、新机制,高校从保卫职能向安全职能的转化和提升也由此应运而生。In order to adapt to the developing needs of the new situation,today,many universities have changed the original campus guarding department into the security department and have redefined the new institutional functions,putting forward higher requirements.But there are indeed many problems in the implementation process.From the perspective of historical development,university security organizations are an important force to maintain the stability of universities and even the country,an indispensable grassroots organization of the national public security organs,the main functional department of the comprehensive campus governance of colleges and universities,and an escort to safeguard national stability,social stability and the development of higher education.After entering the new era,the function of the security work of colleges and universities has undergone a major change with the development of the situation.In the practice and exploration,it has gradually formed a new idea and new mechanism of"prevention,management,education and service".Thus the transformation and promotion of universities from guarding function to security function has also emerged at the historic moment.
