摘　　要：高校是国家创新体系的重要组成部分,在新政下如何结合自身实际将政策规定落实到位,转变传统管理模式,创新科研管理机制改革,是进一步释放高校科技创新活力的关键。该文基于战略→行动→绩效主线,探索构建出以战略牵引行动、以改革提升绩效、以绩效引导战略的高校科研管理循环优化机制,并以南京工业大学为样本案例,从战略、行动、绩效三个层面剖析实施路径与改革措施,进而提出新政下进一步深化高校科研管理循环优化机制改革的建议,为激发高校科技创新整体治理效能提供理论支撑与实践指导。Colleges and universities are important parts of the national innovation system.The three crucial points to further release their vitality of scientific and technological innovation under the new policy are the policy provisions put in place,the transformation of traditional management mode,and the innovative reform of scientific research management mechanism.This paper will explore and construct the cyclic optimization mechanism of university scientific research based on the main line of strategy to action to performance,which means strategy driving action,action enhancing performance,performance guiding strategy.Nanjing Technology University will be taken as a sample case to analyze the implementation path and reform measures from the three aspects of the strategy,action and performance which are introduced above.Therefore,the suggestions about how to further deepen the reform of the cyclic optimization mechanism of university scientific research under the new policy will be then put forward,which provides theoretical support and practical guidance for simulating the overall governance efficiency about scientific and technological innovation in universities.
