中俄森林碳汇交易市场的发展路径与保障措施

摘　　要：在全球气候变化的大背景下,西方发达国家积极建设碳交易市场,以助力本国实现碳中和。中国政府也加快启动了碳排放权交易地方试点工作和全国碳排放权交易市场的建设。作为碳排放权交易市场上的一种碳交易项目,森林碳汇交易不仅可以改善林业行业融资环境,而且提供了森林碳汇的价值实现机制。文章在分析构建中俄森林碳汇交易市场的现实基础和两国森林碳汇供给潜力的基础上,提出了分四个阶段构建森林碳汇交易市场的策略,即森林碳汇交易市场的预备阶段、初始阶段、发展阶段和成熟阶段,并从制度体系、金融支持、科技创新、人才培养和文化交流等五个方面提出了森林碳汇交易市场的保障措施。Under the background of global climate change,western developed countries are actively building carbon trading markets to help their own countries achieve carbon neutrality.The Chinese government has also ac-celerated the launch of local pilot projects for carbon emissions trading and the construction of a national carbon e-missions trading market.As a carbon trading project in the carbon emission trading market,forest carbon sink trading can not only improve the financing environment of the forestry industry,but also provide a value realization mechanism for forest carbon sinks.Based on the analysis of the realistic basis for the construction of the China-Russia forest carbon sink trading market and the supply potential of forest carbon sinks in the two countries,this pa-per proposes a strategy to build the forest carbon sink trading market in four stages,namely the preparatory stage,the initial stage,the development stage and the mature stage of the forest carbon sink trading market,and puts for-ward safeguard measures for forest carbon sink trading market from five aspects:institutional system,financial sup-port,scientific and technological innovation,personnel training and cultural exchange.
