摘　　要：技术自主性、社会政治后果和治理效果是评价技术治理的焦点问题。现实中的技术治理处于不同情境中,技术自身的特质和技术治理所处的政治、文化、社会生态是其主要的情境要素。它们以不同的方式影响技术治理中的焦点问题。技术治理需要基于这些情境要素,以法律规范应对技术新难题,以“公共价值管理”应对技术治理棘手问题,从而有效回应技术自身特质,同时通过凸显政治价值的引领功能、“以人民为中心”释放技术治理潜能、促进各主体参与技术治理而改善政治、文化、社会生态,实现技术治理的优化。Technology autonomy,social political consequences and governance effect are the key issues for evaluating technical governance.Technical governance in reality is in different contexts,and the main contextual elements are the characteristics of technology and the political,cultural and social ecology that the technical governance is in.These contextual elements affect the key issues of technical governance in different ways.Based on these contextual elements,we need to respond effectively to the characteristics of technology by solving new problems related to technology with law and norms,handling the wicked problems of technical governance with“public value management”,and improve the political,cultural and social ecology by highlighting the leading function of political values,releasing the potential of technical governance with the idea of“people-centered”,promoting the participation of all actors in technical governance,so as to realize the optimization of technical governance.
