浅析城乡居民基本医疗保险制度运行存在的伦理问题及策略

摘　　要：城乡居民基本医疗保险是对城镇居民基本医疗保险和新型农村合作医疗两种制度的整合,形成了统一的城乡居民基本医疗保险制度。首先剖析我国基本医疗保险制度的当前运行现状,在需求不断提升的基础上,从现行医保制度统筹层次水平、基金监管信息化水平等视角,剖析了现行城乡居民基本医疗保险制度运行的伦理问题。并针对伦理问题从加强道德伦理培训、提高统筹层次、完善医疗保险基金监督管理体系等视角,给出了进一步健全基本医保制度的具体措施建议。The basic medical insurance for urban and rural residents is the integration of the basic medical insurance for urban residents and the new rural cooperative medical care system,forming a unified basic medical insurance system for urban and rural residents.This paper firstly dissects the current operating status of basic medical insurance system in China.On the basis of increasing demand,this paper analyzes the ethics of the current urban and rural residents'basic medical insurance system operation from the perspectives of overall planning and fund supervision informatization.Finally,specific measures and suggestions for further improving the basic medical insurance system are given from the perspectives of ethical training,overall planning level,fund supervision and management system.
