省属高校纪检监察派驻制度改革的显著优势、现实困境与完善路径

摘　　要：在国家监察体制改革和高校全面从严治党的大背景下,省属高校纪检监察派驻制度改革正在全面推进。改革实践体现出的提升监督独立性、增强监督能力、明确监督主责、扩大监督范围等优势日益彰显。但是,目前改革还面临派驻干部业务能力有待提升、相关法律法规不够完善、二级单位派驻监督尚未铺开、派驻监督合力未能有效构建等现实困境。现实困境的解决需要加强干部培养、优化派驻队伍;完善相关法律法规、改进监督机制;健全监督机构、推进派驻监督;坚持多措并举、增强监督合力等举措。对省属高校纪检监察派驻制度改革现状的研究有利于为高校纪检监察体制改革提供有益借鉴,也有利于加强党对教育事业的领导,落实立德树人的根本任务。Under the background of the reform of the national supervision system and exercising full and strict governance over the Party in colleges and universities, a system reform of campus-stationed discipline inspection and supervision in provincial colleges and universities is being carried out in all aspects. The reform highlights advantages such as improving the independence of supervision, enhancing the supervision capacity, clarifying the main responsibility and expanding the scope of supervision. However, the current reform still faces practical difficulties, as seen in the stationed cadres who are yet to improve in capablity, the flawed relevant laws and regulations, the incomplete supervision yet to reach secondary units, and the ineffective joint supervision. To solve the practical difficulties, it is necessary to strengthen the training of cadres and optimize the stationed team;improve relevant laws and regulations and the supervision mechanism;improve supervision institutions and advance the campus-stationed supervision system;take a combination of measures to strengthen joint supervision.The research on the present situation of the system reform of discipline inspection and supervision staff stationed in provincial colleges and universities serves as a valuable reference for this reform. It is also conductive to the Party’s leadership over education and implementing the fundamental task of cultivating morality.
