巩固拓展脱贫攻坚成果的产业帮扶类型与成效--以鄂西南少数民族自治州脱贫村产业帮扶为例

摘　　要：产业帮扶是巩固拓展脱贫攻坚成果同乡村振兴有效衔接的重要举措。本文借用社会结构与激励约束相容理论,分析鄂西南少数民族地区脱贫村政府主导、公司主导、中农主导三种产业帮扶类型的运作过程、产业效果与发展困境。从实践来看,三种产业帮扶模式基于“委托-代理”关系取得部分激励相容,但同时存在不同程度的代理困境与发展短板。其中,政府主导型具有普惠性强、资源充沛等优势,但易陷入行政约束短缺与政策激励失效之困境;公司主导型具有产业发展灵活、高效等优势,但易因经济逐利性引发剩余索取权之困境;中农主导型内嵌于村庄自然环境与文化基础,具有较强的内生动力与长远的发展空间,但存在市场激励不足、政策资源过少、产业发展后劲不足等困境。实现多元产业帮扶模式的协调发展,还须以推动约束机制向激励机制转化为抓手,持续克减自然环境、社会文化等因素的制约作用,激发政策支持、市场效率等因素的激励效用,促使三种产业帮扶模式在主体博弈中实现激励相容,进而最大限度地发挥产业帮扶在保障巩固拓展脱贫攻坚成果同乡村振兴有效衔接中的重要作用。Industrial assistance is an important measure to consolidate and expand the achievements in poverty alleviation and effectively link up with rural revitalization.Based on the compatible theory of social structure and incentives and constraints,this paper analyzed the operation process,industrial effect and development dilemma of three types of government-led,company-led and middle-peasant villages in poverty-stricken villages in central and western China.From the perspective of practice,the three modes of industrial assistance are partially incentive compatible based on principal-agent relationship,but there are also different degrees of agency dilemmas and development shortcomings.The government-oriented type has the advantages of strong universality and abundant resources,but it is easy to fall into the dilemma of the shortage of administrative constraints and the failure of policy incentives.The company-oriented model has the advantages of flexible and efficient industrial development,but it is easy to cause the dilemma of residual claim due to economic profit-seeking.The medium-peasant oriented type is embedded in the natural and cultural foundation of the village,and has a strong endogenous power and long-term development space,but there are difficulties such as insufficient market incentives,too few policy resources,and insufficient after-effect of industrial development.To realize the coordinated development of the multi-industry assistance mode,it is necessary to transform the constraint mechanism into the incentive mechanism,continuously reduce the restriction effect of natural environment,social culture and other factors,stimulate the incentive effect of policy support and market efficiency,and promote the incentive compatibility of the three industrial assistance modes in the main body game,in order to maximize the important role of industrial assistance in ensuring the effective connection between the achievements of poverty alleviation and rural revitalization.
