教育风险治理的“嫁接模式”

摘　　要：教育风险治理作为我国新时代防范、化解重大风险攻坚战的重要组成部分,对于教育系统的稳定运行和优质发展至关重要。教育风险大多并非首发性风险,因而可以通过采用教育风险治理的“嫁接模式”实现高效和精准治理。借助植物嫁接过程的隐喻,阐释教育风险治理的“嫁接模式”,包括三个环节:探寻备用的风险治理经验,研判风险生成本质的相似性,进行面向本土实际问题的变式应用。“嫁接模式”可应用于治理非首发性教育风险,应通过搭建风险案例的汇总平台、寻求信息挖掘的技术支撑与建立鉴别转化的专家智库等保障方式提升教育风险治理的有效性。As an important part to fight the critical battles of forestalling and defusing major risks in the new era,educational risk governance is extremely crucial to the stable operation and quality development of the education system.Most of the educational risks are not initial ones,which can be efficiently and precisely managed through the“grafting mode”with the intervention of relevant time-tested governance practices.By adopting the metaphor of the plant grafting process,the study refines and explains three basic steps of the“grafting mode”for educational risk governance including exploring alternative risk governance experience,examining the similarity of risk occurrence in nature and customizing flexible application based on local realities.For the better application of the“grafting mode”to the governance of non-initial educational risks,the effectiveness of risk governance can be enhanced by guarantee modes such as building platforms for risk case consolidation,seeking technical support for information mining,and establishing think tanks for identification and transformation.
