新公共服务视阈下高校机关文化建设的路径探析

摘　　要：在中国特色社会主义进入新时代这一新的历史方位下,高校的文化建设被摆在突出的位置,但由于受传统行政管理文化的影响,高校机关文化建设面临着许多困境。面对出现的问题,高校机关应借鉴新公共服务倡导的公共利益至上、责任观、民主公民权和公民参与理念,通过转变服务理念、内化服务行为,创新服务决策模式、倡导师生广泛参与,强化“四种意识”、激发工作潜能等措施,转变机关作风,提升工作效能,构建新公共服务型的高校机关文化。Under the new historical position of socialism with Chinese characteristics entering a new era,the cul⁃tural construction of colleges and universities has been placed in a prominent position,but due to the influence of traditional administrative culture,the cultural construction of colleges and universities is facing many difficulties.Faced with the problems,universities should draw lessons from the concepts of public interest supremacy,respon⁃sibility,democracy,citizenship,and citizen participation.By changing the service concept,internalizing the ser⁃vice behavior,innovating the service decision-making mode,advocating the extensive participation of teachers and students,strengthening the"four kinds of consciousness",stimulating the work potential and other measures,we will change the work style of the institutions,improve the work efficiency,and build a new public serviceoriented university organ culture.
