城郊农村土地征收中的抢栽抢建和拖延时间行为分析

摘　　要：在城郊农村土地征收过程中,抢栽抢建和拖延时间是农民与地方政府博弈和增加征地补偿的常用策略。对于这两种农民常用的博弈策略,学术界还缺乏深入研究的成果。通过构建博弈模型研究发现:影响抢栽抢建的因素主要有物质成本、人力资本、时间成本、预期收益和不予赔偿的风险;抢栽抢建提高了征地补偿价格,增加了地方政府的征地成本,减少了土地征收数量;由于农民存在系统性预期偏差,会出现即使在实际抢栽抢建的平均收益低于平均成本情况下,农民也会采取抢栽抢建策略;抢栽抢建造成一部分资源消耗在博弈过程中,是社会资源的浪费;相比地方政府,农民具有更高的贴现率,可以通过拖延时间的方式增加征地补偿,但地方政府可以通过行政力量削弱农民的耐性,降低农民的贴现率;地方政府可以采取多种策略阻止农民拖延时间,农民拖延时间策略获得的收益非常有限。In the process of suburban rural land expropriation, rushing to plant and build and dragging their heels are common strategies for farmers to play games with local governments and increase land expropriation compensation. For these two kinds of game strategies commonly used by farmers, academia is still lack of in-depth research results. By constructing the game model, the following conclusions are drawn. The main factors affecting the rush planting and construction are material costs, human capital, time cost, expected income and the risk of no-compensation. Illegal planting and building has increased the land expropriation compensation price, increased the land expropriation cost of local governments and reduced the number of land expropriation. Due to the systematical expectation deviation of farmers, farmers will adopt the strategy of illegal planting and building even when the average income of actually illegal planting and building is lower than the average cost. In the process of the game, the partial consumption of resources caused by illegal planting and building is the waste of social resources. Compared with local governments, farmers have a higher discount rate and can increase land expropriation compensation by dragging their heels. However, local governments can weaken farmers’ patience and reduce farmers’ discount rate through administrative power. Local governments can take a variety of strategies to prevent farmers from dragging their heels, and he benefits obtained by dragging their heels are very limited.
