摘　　要：俄国沙皇保罗一世执政时间仅5年,历史学家对其评价素来负面。随着最新文献资料的出现,保罗一世的真实形象和治国业绩渐显。在他执政时期推行的众多改革中,军事改革占据重要地位:加强对军官和士兵的日常管理,严明军官的军纪法规,提高普通士兵的荣誉和待遇;扩建军营及其他军事设施,考虑地域因素和实战需求以改革俄军军服,提升军队形象;在俄国军队中设立新式兵种,在某些方面领欧洲军队改革之先;通过军事改革,提升俄国贵族阶层的素质和责任,夯实沙皇专制制度的统治基础。保罗一世的军事改革适应了维护专制、国家治理、外交调整和欧洲争霸的多方需要。伴随其执政时期频繁的对外征战,其改革的成效初显并为后世打下基础。将保罗一世的军事改革置于俄国历史和欧洲军事史之中加以比较,则显现出其军事改革的近代化特点。Tsar Paul Ⅰ ruled Russia for only five years and historians used to evaluate him negatively. With the advent of the latest literature, the true image and governing achievements of Paul Ⅰ have gradually become clear. Among the many reforms during his rule, military reforms occupied an important position. The reform measures included strengthening the daily management of officers and soldiers, strictly enforcing the military discipline and regulations of officers, giving ordinary soldiers more honors and treatments, expanding barracks and other military facilities, changing the uniform of the Russian army and enhancing the image of the army, and creating new arms in the Russian army, which led the reform of the European army in some respects. Through the military reforms, the quality and responsibility of the Russian aristocracy were enhanced, and the ruling foundation of the tsarist autocracy was consolidated. Therefore, Paul Ⅰ’s military reform adapted to the multifaceted needs of autocracy, national governance, diplomatic adjustment, and European hegemony. Along with the frequent wars during his rule, the results of his reforms began to appear and laid foundations for the future. Placing the military reforms of Paul Ⅰ in the context of Russian history and European military history could well show the modernization characteristics of this military reforms.
