摘 要:针对近年来引起广泛关注的岸线水域的采砂采土、沿线侵占河流、坑塘养殖、侵占水域滩地、河道建筑、堆放固体废物以及“随意占用”“占用不使用”“多占用少使用”“滥用”等问题进行探讨,提出了利用高分辨率卫星影像进行遥感监测来构建骨干河道水域岸线变化地类的监测方法。以江苏省常州市为例,阐述了利用遥感监测技术手段,采用多源数据与高分辨率遥感影像相结合,内业监测与外业辅助调查举证的方式对常州市骨干河道水域岸线进行遥感监测,监测并分析了河道范围内2021年较2018年新增的变化地类。可以得出结论:利用遥感技术手段对骨干河道进行监测,可以强化河道岸线管理,弥补传统河湖巡查监管的不足,进一步提升河道监测效能,更有利于及时发现、查处河湖违法侵占行为。This paper discusses problems of sand mining and soil mining, encroachment on rivers along the line, pit pond aquaculture,encroachment on water beaches, river construction, piling of solid waste, and “arbitrary occupation”, “occupation without use”,“more occupation and less use”, and “abuse”that have attracted widespread attention in recent years, and proposes a monitoring method for using high-resolution satellite imagery for remote sensing monitoring to construct the changing land type of the shoreline of key rivers. Taking Changzhou City, Jiangsu Province as an example, it elaborates on the use of remote sensing monitoring technology methods, the combination of multi-source data and high-resolution remote sensing images, internal monitoring and field auxiliary investigation is to carry out remote sensing monitoring of the shoreline of key rivers in Changzhou City. After that, it monitors and analyzes the new changes in the river range from 2018 to 2021. Finally, it can be concluded that the use of remote sensing technology to monitor the key rivers can strengthen the management of the river shoreline, make up for the lack of traditional river and lake inspection and supervision, further improve the efficiency of river monitoring, and be more conducive for timely discovery and investigation of illegal encroachment of rivers and lakes.
