摘 要:本文基于中国31个省份的面板数据,测算了财政性生均教育经费和财政性教育经费支出占GDP比重的变异系数和泰尔指数,发现财政性教育经费支出区域异质性明显。为研究各省份财政性教育经费支出的合理性,基于“巴罗法则”,采用变参数状态空间模型测算了中国31个省份财政性教育经费支出的合理规模,然后根据地方财政性教育经费支出的实际规模与合理规模的差异,将中国31个省份分为四类,并采用系统GMM法对地区财政性教育经费支出规模的影响因素进行了测评。从影响因素来看,除了经济发展水平和地方政府财政能力等指标会影响教育经费支出规模外,政府重视程度等因素也能显著促进地方教育投入。此外,财政性教育经费支出的影响因素在不同地区存在差异,同样的影响因素在不同地区发挥的作用也不同。因此,各地要因地制宜,制定对策,确保教育事业稳步发展。Based on the panel data of 31 provinces in China,we measured the coefficients of variation and Thiel indexes of financial per capita education expenditure and fiscal education expenditure as a share of GDP,and find that there is significant regional heterogeneity in fiscal education expenditure.To study the rationality of fiscal education expenditure in each province,the reasonable scale of fiscal education expenditure in 31 provinces of China was measured by using a variable parameter state space model based on the‘Barro law’.Based on the difference between the actual and reasonable scale of local fiscal education expenditure,the 31 provinces in China are divided into four categories,and the factors influencing the scale of regional education expenditure are measured using the systematic GMM method.In terms of influencing factors,in addition to indicators such as the level of economic development and the fiscal capacity of local governments that affect the scale of education expenditures,factors such as the degree of governmental attention can also significantly contribute to local education investment.In addition,the influencing factors of fiscal education expenditure vary in different regions,and the same influencing factors play different roles in different regions.Therefore,local regions should develop countermeasures according to local conditions to ensure the steady development of education.
