西部资源贫乏村内生式发展的实践与启示--以Z村个案为例

摘　　要：激活乡村内生发展动力,是推进高质量乡村振兴的必由之路。从内生发展视角切入,探究Z村乡村内生发展的关键因素。Z村的实践表明:资源贫乏村内生发展需要发挥能人带动效应,增强农民自我发展意识和潜力;地方政府应积极精准回应农民诉求,吸纳农民参与村庄发展,在支持协作中提升农民的行动力;制度创新不仅有利于化解资源匮乏困境,而且有利于利益共同体的形成;资源贫乏村应转变发展思路,整合利用村庄场域内外部资源推进产业发展。Z村的实践展现出人、制度、资源在乡村内生发展中的要素交互驱动作用,为当下资源贫乏村发展提供现实样本和典型经验。Activating the internal driving force of rural development is the path we must take to promote high-quality rural revitalization.From the perspective of endogenous development,this paper explores the key factors that promote the endogenous development of rural areas.The practical experience of Z Village shows that the endogenous development of resource-poor villages entails giving full play to the leading role of talented people and enhancing the self-development consciousness and potential of farmers;Local governments should actively and accurately respond to farmers’demands,attract farmers to participate in village development,and inspire their motivation by means of support and cooperation.Institutional innovation is not only helpful to resolve the problem of resource shortage,but also conducive to the formation of a community of interests.Resource-poor villages should change their approach to development and integrate the internal and external resources of the village field to promote industrial development.The practice of Z Village shows the interactive driving effect of people,institutions and resources in the endogenous development of rural areas,and provides a realistic and exemplary sample for the development of resource-poor villages.
