领导力、主动作为与收缩型城市治理--县域政府推进“人的城镇化”的启示

摘　　要：面对“城镇化洼地”和“收缩型城市”双重约束,青冈县在缺乏上级政策明确导向情境下,发挥代理人自主能动意识,系统把握自身情况后在“人的城镇化”方面开展了持续性的主动作为,其着力点和取得的成就与2013年以后所倡导的“新型城镇化”、“人的城镇化”、“以县城为重要载体的城镇化建设”所提出的要求和目标高度相符,实现了该县“人的城镇化”过程中“理性扩张”与“精明收缩”的有效平衡。本文通过对青冈县“人的城镇化”这一案例三个发展阶段、双重制约条件和三个切面实践探索的综合回顾,探究了收缩型城市(县城)治理的样本,发现了政府实现主动作为的关键要素,将政府主动作为视为领导力驱动下持续探索有效限度和多元主体共治相结合的过程。这一发现揭示了在“自上而下”治理体制的约束性特征中,基层政府有着丰富的治理空间与治理可能性,更反映了收缩型城市治理环节的复杂、往复、交互性特征。Faced wiht the dual constraints of"urbanization depression"and"shrinking city",Qinggang County which is the lack of clear guidance from superior policies,has carried out continuous act pro-actively in human urbanization after giving full play to the autonomous and active consciousness of agents and grasping its own situation systematically.Its focus and achievements are highly consistent with the requirements and goals proposed by the"new urbanization","human urbanization"and"urbanization construction with county seat as an important carrier"after 2013,and have achieved an effective balance between"rational expansion"and"smart shrinking"in the process of"human urbanization".Through the comprehensive review of three development stages,double constraints and three practical explorations of the"human urbanization"in Qinggang County,this paper explores the shrinking city(county)government sample,found the key elements which the government implement act pro-actively,and taking the government act pro-actively as a process of continuing to explore the combination of effective limits and multi subject co-governance,which is driven by leadership.This finding reveals that in the restrictive characteristics of the top-down governance system,grassroots governments have rich governance space and governance possibilities,and also reflects the complex,reciprocal and interactive characteristics of the contractive urban governance sections.
