荷兰高校图书馆开放教育资源建设现状与启示

摘　　要：高校图书馆开放教育资源建设有助于促进教育的公平和包容,激励教育的改革和创新。文章以荷兰5所顶尖高校图书馆为调查对象,采用文献调研和网络调研法,了解其开放教育资源的建设现状。通过归纳分析法,总结荷兰高校图书馆开放教育资源建设特点,即服务意识强、多形式构建OER数字平台、依靠联盟共建共享、政策支持OER建设等,最后基于国内现状提出我国高校图书馆在OER建设中应升级理念,增强意识;立足自身,广泛合作;借力联盟,共谋发展。The construction of open educational resources helps to promote the fairness and inclusiveness of education and stimulate the reform and innovation of education.In this paper,five top university libraries in the Netherlands are investigated,and literature research and network research are adopted to understand the current situations of their open educational resources construction.Through an inductive analysis,it is concluded that Dutch university libraries have the following characteristics:strong sense of OER service,multi-form construction of OER digital platform,resource co-construction and sharing based on the alliance,and policy support for OER construction.Finally,based on the current situation in China,the paper proposes that in the construction of OER,the concept should be upgraded and awareness should be enhanced;based on itself,extensive cooperation should be carried out;and common development should be sought by relying on alliances.
