村落共同体视域下海南万宁文明生态村建设的机制、问题与对策探讨

摘　　要：近年来我国农村经济社会得到快速发展,但是由于工农业生产和生活引发农村环境污染扩大,由此带来局部生态环境失衡问题也日益严重。据此,要将生态文明融入到乡村振兴之中,必须要重新思考村落共同体建设之于村庄的意义。海南万宁开展的文明生态村建设,基于党政主导的部门包村、分类发展与典型示范、乡村精英群体的带动和地方文化生态的支撑等机制,探索农业生产生活与生态环境保护之间平衡的发展道路。进一步分析发现,目前尚存在重建设轻管理、缺乏可持续运行的机制;缺乏产业支撑导致动力缺乏;村民参与不足、社会基础薄弱等问题。基于此,未来应推进以村落共同体为基础的县域生态文明建设。In recent years,China′s rural economy and society have developed rapidly,but due to the expansion of rural environmental pollution caused by industrial and agricultural production and life,the problem of local ecological environment imbalance is becoming more and more serious.Therefore,In order to integrate ecological civilization into rural revitalization,we must rethink the significance of village community construction to villages.The construction of civilized ecological village in Wanning,Hainan Province,explores the development path of balance between agricultural production and life and ecological environment protection based on the mechanisms of Party and government led departmental village arrangement,classified development and typical demonstration,the drive of rural elite groups and the support of local cultural ecology.Through further analysis,it is found that there is still a mechanism of reconstruction neglecting management and lack of sustainable operation;Lack of industrial support leads to lack of motivation;Insufficient participation of villagers and weak social foundation.Based on this,the County Ecological Civilization Construction based on the village community should be promoted in the future.
